Pink was Vice President Gore’s speech writer. Thus, these views may originate from his observations of Gore’s efforts at introducing the management concept of “reinventing government” by the “National Performance Review”. Rather than offering financial incentives, that effort attempted to make a number of federal agencies more “performance-based” and “results-oriented” by flattening the bureaucracy through buy-outs of managers and offering front-line staff who dealt with the public more flexibility, decisionmaking authority and autonomy in doing their jobs. According to government statistics, productivity in agencies such as the Social Security Administration, the Internal Revenue Service and the National Park Service where such efforts were tried improved considerably.
