Dr. Williams is well known around the world’s educational centers, and by government officials as well as the private sector throughout Africa, the Caribbean and North America, including most Heads of States. He is a highly respected academic administrator and educator who, during an illustrious 40-year career, was instrumental in transforming some of the world’s education system. Dr. Williams is a distinguished scholar and Professor of Social Sciences. He was educated at Oxford University in England, as well as in many outstanding Universities in the United States; e.g. St. Augustine’s College, Raleigh, North Carolina, Howard University, Washington, D.C. and the Catholic University of America in Washington, D.C. His areas of expertise include: History, Social Sciences, Political Sciences and International Studies. He organized, participated and contributed to a number of high-level workshops, debates and conferences.
Dr. Williams was Chairman, Department of History and Political Science, St. Augustine’s College, Raleigh, N.C.; Founding Chairman, Department of International Studies, Bowie State University, Bowie, Maryland. He was also an Instructor and Professor at Howard University, Washington, D.C.; the Catholic University of America, Washington, D.C., and The University of the District of Columbia where he last worked as a professor of Political Science.
Dr. Williams served the United States Department of State as a National Tour Facilitator and Cultural Interpreter for several years. He met with a wide range of individuals and groups representing the full spectrum of opinions in the political, economic, financial, business, religious, and non-governmental organization. Some of the participants for whom he was responsible included: The honorable Justice Alfa Belgore, Chief Judge of the Nigerian High Court; Mr. Dakri Darbo, Manager of the Bank of Gambia and many others notables in both the private sector and government around the world.
Dr. Williams is the President of Dalbert A. Williams & Associates, a general and international consulting firm in Washington, D.C., specializing in Caribbean and African affairs. He is also the founder of the Caribbean Benevolent Foundation, Inc. (CBF) where he is promoting policies aimed at solving complex development issues, such as poverty alleviation and undertaking major initiatives in support of the African and Caribbean private sector.
Dr. Williams brings the unique combination of an international network of relationships and cultural understandings; strong leadership and interpersonal skills, human resources, public relations, and specialized knowledge.

Alhaji Gwandu is uniquely qualified to advise on business issues as related to West African affairs. He brings to Hampden Pait Holdings, a unique combination of an international network of relationships, between government and private sector entities in various combinations of technical analysis and planning, organization, policy and operating procedures and efficient operation.
He is a graduate of Birnin-Kebbi Polytechnic, Kebbi State, Nigeria in Construction Technology and also of Tuskegee, USA in technical education. Upon graduating he worked with Birnin-Kebbi polytechnic in lecturing and administrative capacity for about 16 yrs. He organized, participated and contributed to a number of workshops, debates and conferences.
Alhaji Gwandu is the co-founder of both M.L. Tech Canada and M.L. Technologies (Nigeria) Limited which are active in Internet service transmission brokerage via satellite serving both the consumer as well as the business community. M.L. Technologies (Nigeria) Limited is a Nigerian licensed ISP, creating cutting edge designs for advanced technology facilities in the IT sector in Western Africa.
Furthermore, his expertise and executive roles have entailed oversight responsibilities for organizational development and implementation of strategic systems in all aspects of management. Alhaji Ladan Gwandu is uniquely qualified to advise on business development matters relating to public policy, including proficient working knowledge in System Management both within Government and Private Sector at Senior Management levels, and has attended several industry conferences over the years.
